Duo serial ports are limited to 57.6 Kb/s, which means that you can get
about 28 k from a modem. Faster modems accept data at a high rate from
the serial port and compress it before it goes over the phone line.
The modem may negotiate a higher speed connection, but in practice you
won't see a faster data rate. Ethernet will give a faster connection,
so yes, if you connect to a desktop Powermac (for example) which will
allow a serial port speed of 115 or 230 Kb/s you will achieve better
throughput to the Duo.
