I listen to a consumer advocate, Clark Howard, who is on in the Atlanta area
and he talks about the disposable cell phones now and then. Among other
things he's a tightwad so he always looks for the lowest price on
everything.

As far as I know, that's basically it. Paper cell phones that have a set
number of minutes and only make outgoing calls, though I think I remember
him mentioning that there is something in the works to let you receive
calls. Not sure of the details. You might be able to find something about it
at www.clarkhoward.com, I bet there's some mention of it there. No promises
though :)
