Don, I had this problem with a dock I bought recently, and it turned out to be a sliding mechanism on the left-hand side of the dock, built into the floor of the PowerBook slot, that was not coming forward to a 'set' position because the small spring that pulls it forward had come off. Try reaching into the dock's left-hand side and see if you feel the mechanism. If it's towards the back, slide it forward and try inserting the PowerBook again. If the mechanism never comes forward, it never triggers the motor by being pushed back.
