The number preliminarily interested is not enough to warrant development if based entirely on a new engineering effort from zero (which might have to be the case). However, they were very pleased that the initial response comes from within a tightly focused group and are receptive to the idea.
Some years ago I speculated onlist in response to a wquestion that the number of 2400s actually built was somewhere around 250,000. There are no exact statistics given out by Apple but this coincides with the best estimate of the potential upgrade manufacturer. Of this I thought perhaps 5-10% had come to the USA but their estimate is (surprisingly) high at 50% --so there should continue to be a decent supply of used ones available. The problem will be to go further afield to set up dedicated web page in both English and Japanese. We can probably get a decent translation done in Japan as I don't think letting Babelfish do the job is quite going to cut it ;-). Such a web page should be set up in an anonymous way so that the (proposed) upgrade manufacturer is not identified by name, nor I for time constraints (but I will continue to deal with the prospective builder). Moreover I would certainly be willing to write the text and try to find someone in Japan to translate this (any listers???). A major concern is heat so we need to collect a little information on measuring "measured" CPU temperature by which software using what configuration and running what types of apps--it does make a difference. Also I'd like a little feedback on the types of heat sinks fellow listers have installed to get an idea as to effect. This is limiting upper end speed. A 466 mhz is possible but I don't think sufficiently appealing at this stage--and the developer was like-minded. Time for another round of your input!!!
