This is sad, but not surprising, if you think about it.  In the view of the
government or disposing company (it's not just the Feds that do this) the
equipment isn't a potentially recyclable laptop, it's a fully depreciated
asset being disposed of (It has "zero value" as far as the bean counters are
concerned). 

The primary goal of the exercise is to protect the company data. The "tech"
is probably staring at a stack of machines that he has to get through in a
day. He's not going to get points from his supervisor by carefully
disassembling each machine, removing the the HD, and then reassembling, just
to watch the thing get tossed into a bin for the crusher. He's going to go
in as fast as possible and get the drive out. He doesn't care about
salvaging the rest of the machine- it's "garbage", remember?

Certain companies, and often colleges/universities, recognize that there is
some "value" in these machines as far as resale to the aftermarket, and they
usually are more gentle in their disposal.

I, like you, have made "silk from a pigs ear" in taking scrap machines and
making something useful - and while I wish scrappers and disposal "techs"
would be a little more gentle, I understand from an economic sense why it
happens that way.
