I *think* that if you have Disk First Aid running and THEN insert the
floppy, you might get somewhere.  There's also shareware/freeware floppy
formatters that are meant for doing batch formatting.  You start the app,
then start inserting floppies, which are then formatted (I believe without
mounting).  I haven't needed this in eons (I'm still only less than halfway
through the last batch of bulk unformatted floppies I got, ummmm..., 8 or 9
years ago), but you can probably just google for it or look on
VersionTracker.
