My understanding is that there are two Duo screen connectors, one for the 210-250, and one for the 270-280 series. You can mix on either side of the line, but not across it. So the answers to your questions are:

Yes, though this isn't necessarily the most desirable course. It sounds like you have access to a 250 screen and a 250 motherboard that both work, which seems to indicate you could recycle the case from the 230 with those parts to build a 250 instead. The sole difference between the 230 and 250 is the screen. Some of this is received wisdom (and now by you as well ;). You can always compare the connectors on the 280 board and 230 screen and see if they're the same.
