That's possible. Usually when electrolytic capacitors are dying, they have some 
physical signs of stress or leakage.
Take it out and take a look.

Since you have multiple CPU cards, might want to fix the GLOD first? (typically 
fuses)

As for the heat, it's not likely a fuse would be involved in determining if it 
runs too hot or not.
