It is probably partially a function of the new ROMs, and partially of the
operating system.
It should be possible for them to add this feature to the Bronze KB
PowerBook G3, since it has flash ROM which can be updated.
It may be possible to do this entirely in software for older PowerBooks
which lack flash ROM. It probably wouldn't be as fast, but I can conceive
of how it could be done. That doesn't mean that Apple is going to expend
the effort to do it though (or even the effort to do it for the current PB
G3). In fact, there may be some gotchas about the hardware which prevent
this from being done on machines other than the iBook, so don't take me
saying it's possible as an absolute indication of plausibility.
