There are control strip modules which should tell you the internal
temperature even when docked.

As for removing the fan, you may be right. If you have no Nubus cards and
do not have an internal drive, the dock is really no different than the
inside of your powerbook. I'm thinking, cut that fan loose, maybe even if
you have a single Nubus card installed. But don't remove the fan if you
have an internal drive in the dock, or two Nubus cards, that might be
pushing it and while the Duo wouldn't overheat, maybe your Nubus cards
would and you'd never know it.
