Every Mac of mine (not the PB 2400 yet!) that stopped during boot at the Happy Mac icon had corrupted HD directories. All were fixed by creating a new directory with Alsoft's DiskWarrior. To use DW with your 2400 will be a problem, since you say you can't use SCSI Disk Mode, unless you have and external CD drive or SCSI hard drive to boot the 2400 from.
