Follow-up Comment #4, bug #24027 (project duplicity):
I think that's what I said.
A full backup operates without consideration of time.
An increment operates with consideration of time, and should make the
assumption that no files change after the start of the backup. If they do,
then the next incremental will pick them up.
If the incremental selects files based on the end of the last incremental,
any files changed during the last incremental will not be selected for
backup.
However, I have not fully verified that this is happening, so more code
reading is needed.
