Follow-up Comment #2, bug #24198 (project duplicity):
I use a 2048-bit key without any trouble, so size is not the problem. The
first key you used may be bad in some way.
I'm searching for a way to bypass GPG entirely, either through an equivalent
python module, or finding a directly callable library.
