Last time, I wrote:

After Ralph had reminded me that there is such a thing as a settings
file (thank you Ralph - I tend to forget such things occasionally ;), I
made the step sizes configurable. There are three new parameters you can
add to ~/.qt/dvbcut.sf.netrc, with defaults as shown below:

        wheel_incr_normal=1500
        wheel_incr_shift=25
        wheel_incr_ctrl=1

Negative values will reverse the stepping direction - one never knows
what it's good for -, 0 turns off the wheel for a particular modifier.
<Alt+Wheel> still gives you back the old (0.5.3) behaviour. If the
absolute value of the increment is less than 24, fine positioning is
used. Otherwise, the slider will jump to the nearest I-frame.
