That's what I was missing... I was making an assumption that if one
exported without any markers, it would dump the whole file to the new
format. Thank for setting me straight. :)
Unfortunately now it seems my output is pretty bad.
- export to DVD and Mpeg-PS produces a big file that plays back as blank +
silent in VLC, VLC messages window reports
main warning: PTS is out of range (16785174), dropping buffer
main warning: late picture skipped (15935563)
main warning: PTS is out of range (17485520), dropping buffer
...
- export to stream/DVD format produces audio only (lots of '[dvd @
0x63f1d0]buffer underflow' messages in my console), VLC messages window:
main warning: late picture skipped (3981323)
main warning: late picture skipped (4435974)
...
- export to TS produces good sized file, audio stream seems good, video
studders badly (like 2-3 frames forward, 1 back)... VLC messages window:
main warning: vout synchro warning: pts != current_date (-200200)
main warning: vout synchro warning: pts != current_date (100099)
main warning: backward_pts != dts (100100)
main warning: backward_pts != current_pts (100099)
main warning: late picture skipped (12931)
main warning: vout synchro warning: pts != current_date (-200200)
...
The original TS file has a five or so noticeable drop outs (not bad
considering its almost 40minutes/5.5GB long), I used dd to create a copy of
the first 3.5GB to make sure it was not related to the 4GB file size problem
I read about in the thread - the output is the same if it's less then 4GB.
What else can I try or look for? Is there some preprocessing I should do to
the TS file?

How does your cut list look like? dvbcut only exports segments that run
from a "start" marker to the next "stop" marker. There's no implicit
"start" or "stop" at the beginning or end, respectively. So if all you
set is a "stop" marker followed by a "start" marker, nothing will be
exported at all.
