You can blame Qt for that.

ProjectX at least comes with source code, as far as I remember...

I'm not sure what the "GOP method" is supposed to be. Does it look at
the "time_code" field inside the GOP header? That field, according to
the MPEG-2 standard, "plays no part in the decoding process" - it's
supposed to be used by recorders. And the GOP header itself is optional
in MPEG-2. Timing information for the decoder (i.e. PCR/PTS/DTS) is
stored elsewhere.
