One problem is that there are different ways to send DVB subtitles (probably more if you also consider ATSC). You can transmit them as plain text or as image data (for overlays), and you can also code and package them in several ways - as separate streams, ancillary data and so on. The bigger problem, however, is that dvbcut is not at all prepared to handle anything else but audio and video streams.
