Submitting a patch is very easy:
Just du M-x dvc-submit-patch in a checkout

Matthieu is unfortunately correct. dvc development has stalled.
On the other hand: I am still using it daily.

I started to use it for example for a work project on windows to
keep my files localy in a bzr repository.

I have implemented an improvement for xhg that allows to select a
subfolder for dvc-status (using C-u M-x dvc-status and setting
dvc-read-project-tree-mode)

Stefan.
