Would that definitely be enough to stop them counting as cash, though, 
from the point of view of people like the Inland Revenue Service?  I'm 
also wondering if there would be any legal/tax implication for users 
running contests, etc, and giving these points out as prizes.  (I ask 
because of how LJ contests are always restricted to US residents only.)
