Well, it's much debatable. If we want to make the default config more friendly for a non-hacker user he's *more* likely to have a standard non-hacker keyboard with win-keys. And any owner of some das keyboard or any other could easily modify the MODKEY define. LAlt really does interfere with a lot of applications and in my opinion separating the modkey for wm operations and the modkey for application operations has been a blessing for years (on different non-winkey platforms as well).
