You could mentally group the tags and then construct keybindings
appropriately:
Mod-1 could view tag 1a on the left head and 1b on the right head.
Ctrl-Mod-1 could toggle viewing 1a on the left head and 1b on the right
head.

Hm.  This requires a function "view a specific tag on a specific head".
