I'm no expert, and my spanish is pretty crappy. But around here in Tucson (and previously when I lived in New Mexico), we hear a LOT of spanish. It's not pure Castillian though. Anyway, I think Jim is absolutely right, at least based on what I hear from people I think are trying to speak it correctly. Just my observation.

The only difference in those dialects is a slight difference in a few consonants. But in those countries the vowels are pronounced the same.
