OK folks,
Here are the instructions provided by a POS clerk who knows how to redeem IRCs.
Take these instructions when you go to the PO to discuss with PM/clerk:
"1. Stamps & Mdse
2. Exchange
3. Redeem Foreign IRCS
4. Enter .98 (cost of the stamp)
5. Scan and sell 1 international .98 stamp
6. the balance owed will show 0
Easy, Hope this helps"
I hope these instructions make it possible to exchange those foreign IRCs!
