Here's the scoop that I think is the TRUE story.
Ben, W2BXA, and Howie, W2AGW SK, missed CR8/Diu and Damao, W6ODD/CR8 (as did just about everyone else except W1FH and a few W6 DXers). W6AM didn't even work him. He made about 56 QSOs and did QSL. There was no other operation from that entity although one now deceased DX'er submitted a doctored QSL from an Indian station that was never there.
W2BXA and W2AGW both worked some FI8's but didn't receive QSLs. There were several FI8's in French Indo China and they were all illegitimate as not licensed by French authorities. Nevertheless, they were active intermittently. Most FI8 operations did not QSL for obvious reasons. However, ARRL accepted the QSLs that were received and credited a few. W1FH luckily caught W6ODD/FI8, the same guy that gave him Diu/Damao and received the QSL.
As far as I know, until W1FH had a severe heart attack and decided to quit DX'ing (I think in the late 1980's), he was the only DX'er to ever contact ALL entities at the time he QRT operation. Charlie ceased submitting QSLs to ARRL after he was mistreated by W9WNV, Don Miller in the 1960's. However, if he ever got back on now, he'd have lots of catching up to do as many new entities have arisen in recent years.
Per QST, October 2000, pg. 86, K6ZO (ex W6CUQ) likewise worked FI8 but never received a QSL. The only other entity he missed was Minerva Reef.
I hope this clears up any rumors etc.
