Then Swain was the only aim of the rules change?
If you read the rule change, there are several different country
lists in consideration. Any change to a country's status can result
in the "minimum separation distance" changing. So other new entities
could be created in time. It just so happens that Swains Island is
the only new one that resulted under today's political world.
