Dave... I organized the CY0AA 1996 operation and was not permitted to use
surface vessels due to the ocean's irregular bottom, and shifting sand base
other than helicopter supply drops. The costs were about the same for any
ship transport. Just do a history, and you'll see that 300+ wrecks that
occurred around the island. Even the Canadian Navy won't come within about
a mile of the island, and when they do, it's very cautious. A boat would've
been great, but very risky. The plane was very interesting...(and my ears
still ring from the engines drone...HiHi!)
Yes, cost is important, but safety is paramount.
