The most common reason I have found for that to happen is the PC sound card doesn't default to "line in". Couple that with the fact that the audio controls in Windows defaults to Play and not Record controls and you have a HUGE number of collectively wasted hours. I know -- I count for many of those hours <sigh>.
Here is the simple way to check: 1. open DX4WIN and then start PSK-31. 2. hold the mouse cursor over the buttons below the waterfall and right click. 3. select Rx window and the Recording Audio control pops up. 4. be sure that "Line" is selected. That should do it. Note that if PSK31 mysteriously fails to see the sound sometime in the future, it is probably because some other program reset the control to CD (or some such). Just repeat the above and it will go back to the way it was. An alternate way is: 1. Double click the little speaker icon in the system tray and the Play controls should open. 2. Select Options | Properties and the in the box that opens select Recording then OK. 3. The record control will open. 4. be sure that "Line" is selected.
