I'm really torn over these.  The majority of them claim to be in Zone 17,
though physically they are more likely in Zone 16.  I believe they want to be
in Zone 17 to get the extra inter-continent points for working Europe in the
CQWW contest.  Yes, there are some guys who claim Zone 16, but most of the QSLs
even say Zone 17.  I recently changed all of these to Zone 17, so they would
agree with *most* logs and *most* QSL cards.

That is true in many cases, but not all cases.  I can probably find some
exceptions for you, but none off the top of my head.  I have been using
information I found on this web page:

They have actual QSL cards in hand, and a detailed list, by prefix, of every
one (look for "Prefix List Soviet Union, CIS"). This resource has proven
invaluable.  It looks like I messed up on EU0G, I'll have to check to find out
why I changed this. I have been meaning to incorporate this work into DX4WIN,
but it's a BIG task!  I'll make note of the correction.

According to the WAZ list:
Zone 16. Eastern Zone of Europe: UR-UZ, EU-EW, ER, UA1, UA3. UA4, UA6, UA9
(S,W). US, UC, UO, and R1M (M V, Island)

Zone 17. Western Zone of Siberia: EZ, EY, EX, UA9 (A, C, F, G. J. K, L. M,
Q. X) UK, UN-UQ, UH, UI and UJ-UM


I wonder what a WAZ checker would qualify a UA9S or UA9W card for, even if
the card DID say Zone 17? And what if they're portable? Are Russian rules as
liberal as US rules, where you can use a callsign that designates one being
in a region/area/district they really aren't?

They aren't always right, either. They say EU0G s/b Asiatic Russia, but I
have a card in hand that says that's Armenia. I think the rule I gave works
for sure pre-1991, it's that 1991-1995 "transition period" that's a big
mess.

Thanks again for all your work on this, and thanks for helping me find that
Mt Athos Q on 20m!
