Tom, this policy was in place long before LoTW. I believe the ARRL data entry software requires them to enter band and mode first. Then the data entry clerk enters all the QSOs for that band and mode. When that part is done, they "throw the switches" to the next band and mode, then enter the next batch of QSOs.
