You have to be in "administrator" mode to run the program. The driver needs to be installed for generating CW, and the program attempts to check for it during startup, unsuccessfully if you're not an administrator. I (and others) have requested a program change to let Dx4Win run without CW support if the driver's presence can't be verified, but the authors haven't responded.
