Rick,

The funny thing is that dx4win was working on Server 2003 XP64 about 
a year ago when we installed the OS at work. I have a feeling that the
later service packs closed the door for 32 bits device drivers.

I will modify DX4WIN to ignore the error; this will have the consequence
however that CW keyboard and radio switching and band decoders are no
longer available.
