Yes, and I had to change from "Card in Hand" to "Card or Upload" in order for the DXCC totals to reflect the LoTW QSLs.

DX4WIN does not use the .INI file directly. DX4WIN stores all your preferences in SAVE\DX4WIN.CFG >From your preferences, you can export or merge (import) a .INI file.
