This sounds like what happened when people tried to edit the country 
file.  USA QSOs were temporarily changed to "JZ0" prefix, which doesn't 
have states, so all states were lost if you saved your log.  When you 
restarted DX4WIN, the QSOs would be put back to USA, but states would 
still be gone.

The only way to tell would to be to go back to an old log, perhaps in 
your 7.02 directory.  The simple act of upgrading to 7.03 or importing 
LoTW should not have done it.

You must update both DX4WIN.CTY and ADIF.PMP so that ADIF imports work 
correctly (read the installation instructions, they go in different 
directories).  This is a result of changing the primary prefix for 
Bosnia from E7 back to T9.
