Two separate issues: I don't know why install/uninstall isn't working properly. I tested it on my work PC that has SP2, not SP3. I didn't write the installer, it came with Microsoft Visual Studio. Maybe you don't have the latest MSI installer package for Windows. If you read this web page it will tell you where to get it:
