Well it does keep scrolling until the highlighted spot with the bold black lines is the top line on you screen but it holds at that and the new spots coming in don't bother it, unless the line you are looking at is the very top line in the scroll back buffer then it gets dumped (FIFO) as a new spot comes in but you still stay at the same position. If you want more scroll back history then you will have to increase that in the preferences under packet 2.
With this ROS Mode thing flooding the system with un necessary spots the time line for our scroll back capability is going to be shorter without larger buffers. Other than look at my "Gee Wiz" latest toy can any one see any benefit in these ROS spots.
