You can't fix the problem in the rig file, you have to turn of CI-V transceive in the radio's interface. DX4Win polls... that's the way it's written.
You can't normally open a .rig file by clicking on it unless you set up a file association between notepad and the .rig extension. Just open Notepad then open the file.
