Dear Mr. Reisert: Oh my! A young person would have understood. However, I have good news. After the two needed files were safely in place, the program acted as if nothing had changed. I hypothecated that when starting with a new HD and a new OS (Windows 7) I must have managed to install two copies of DX4WIN. Indeed, that proved to be the case. One is in what I call the root directory and the other was in with regular programs. I now have a corrected shortcut and things seem to be working.
The big event will be to see what happens when I try to uninstall the redundant program and its files. Perhaps it will be more safe to delete the entire folder with the redundant program. Many times in my life I have been asked to read drafts of papers written by others with an eye to finding things obvious to the author that would not be clear to the reader. I just did not identify the link in question and now I see that clicking it would not have produced the expected result.
