There is something wrong on the RSGB IOTA web site. fulllist.xml is
broken. You can see it by going to this URL:
http://www.rsgbiota.org/xml/fulllist.xml
Please do not try to update this file at this time. Please comment out
or remove the "iota" line from your DX4WUPD.RC file. If you have a
good copy of fulllist.xml in your BACKUP directory, copy it to your
SAVE directory, and DX4WIN should start normally. If you do not, just
remove the fulllist.xml file from your SAVE directory.
