You could do something like this in notepad using edit/replace. Put <NOTES:28>Rx=14, in the find what box and <FREQ_RX:8>14. in the replace box. If there are different bands and the number up to the comma and total number of characters changes then you will have to repeat the process with the appropriate characters in the edit/replace boxes for each band. Its actually not hard to do.
