No.  This protects against looking up your (busted) call in someone's
log that you never worked, and trying to get confirmation for it.

Time must be fairly close, I don't know how long the window is
(somewhere between 1-60 minutes).  Call, date, band and mode must all
match.  I believe TQSL converts FREQ (only) to FREQ + BAND.
