Dave, you can go back and forth between 3.0 and 3.1, no problems. The 3.0 and 3.1 firmware can be download from K1EL: https://hamcrafters2.com/WinKeyer_31.html
WK3tools is the only software you need to upload/update the firmware, be aware you need a specific WK3tools for the 3.1 and a different one for 3.0. From a CW stand point there is no much difference between the two version, but 3.1 enables the RTTY/FSK function that is fantastic.
