Bill I have done the same thing as you with the same labels. I have never had it skip labels. Subsequent pages start with position 1, row 1 and continue as expected. I don't know what to tell you. You didn't say what operating system, printer and are your printer drivers up to date.
I know I haven't been much help. But sometimes knowing that it does work may give you a clue or direction in which to check.
