Bill, Here is the "answer" to what you are seeing... when you are in the "Print Options" window and you have the Export Media/ Direct to ... as being the "Printer" ...
EACH time that you open up the file to print the 1st page, and then the 2nd page, and so on -- you MUST "each time" be sure and go into that "Select" button - to tell the program that you are not starting at the first label on the first sheet... IF you will each time - do this, you will "not" miss any labels... The BETTER way of doing the printing of the labels (page by page - one at a time) would be to have the Export Media/ Direct to .. as being "Preview" ... that way when you are in the Preview window, you can see how many pages you have of labels to print - and you can "select" each page one-by-one and print them one-by-one ... and using this better method - you "never" will miss any labels... I "was" able to "re-create" what you have been seeing - BUT ONLY if I "forgot" to tell the program (each time I brought the file up for the next page and the next page) that the first page's starting position was not at the very first label...
