This was the topic of lengthy discussion on this reflector.  Two points:

In 2002, the rst values are automatically recomputed after the frequency is
entered.  So, in 2002, to insure nothing gets changed, you must enter the
frequency before the other fields.

In 2003, we modified this so that the rst is only changed, if the mode value
changes from one that needs a two digit rst versus one that needs three
digits.
