Please tell us what 'label' name you are using.  I have tested this here for
5160-3q and 5161-3q and both suppress the 'via' when the corresponding Q is
set for bureau, but print it, along with the manager when the Q is set for
'mgr'.

Run a test at your end first using these two label definitions and inform us
of your results.
