That information is correct.  Any QSO's before Jan/1/1992 on any band as
well as ALL 160 QSO's must be checked in Newington.  Since they deal in
calendar year, once we get to Jan 1, 2003, then the earliest card for field
cheking would be Jan/1/1993.
