Ed, I have basically the same problem with my RIGblaster Plus. When I turn on the FT-1000MP and the RIGblaster, the rig goes into transmit and stays there. When I open Dxbase, nothing changes, but when the RIGblaster is off, rig control works fine. However, I have been unable to use the Dxbase internal CW program or other CW direct keying programs (CW Type) that the RIGblaster Plus supports. PSK (Digipan and Dxbase) both work fine. RTTY (MTTY) works well direct keyed via the RIGblaster with Dxbase open or closed. There is a conflict there, and, in my case, it doesn't appear to be port conflicts.
I'm glad you asked because I have been wrestling with this issue for a couple of weeks. I had some issues like this with LogWindows, but not to the point that the rig never unkeyed. Since I have just upgraded to Dxbase and CW Type used to work fine with the RIGblaster Plus, I suspect that there is a fly in the ointment that one program or the other dislikes. My setup: Running XP on a Dell Inspiron 7500 laptop, using its sound card; serial port (my Com1) connects to a Rigblaster; no actual rig control. (Rigblaster provides the PTT at the mike connection); an added home-brew interface enables FSK. Running DXBase 2004. Clues: At the end of the DB9 cable to the Rigblaster when I have just DXBase running, I read about 8 v. positive on pins 3, 2, and 8. When I bring up MTTY these three pins go negative to about 6 v. And when this happens, I can do either DXBase internal CW or RTTY with no problems. I assume some other program must be creating the condition that keys my rig until MMTTY comes up to take control. But I do not see anything on the West Mountain Radio support site that coincides with my condition. This condition has not always existed with my set-up and I cannot recall just when it started. It could have been when I upgraded from Win98 to XP but I am not sure of that. I can't find anything in Windows support that seems to relate to this either.
