Mal I just tried it with my log. 50K qso's, only the last few days worth not submitted to LoTW. I used the same two items in the process, Valid for DXCC and No LoTW Submitted.
I exported as a report and it worked properly finding the qso's as yet not submitted. I don't know what to tell you.
