Suggestions: I had a similar problem with some programmes not being able to share files on my work station, as well as no longer being able to connect to an external server for APRS. Yet all computers could see each other via the home network.
My internet hardware uses a DSL and the computers are networked via a router using TCP/IP protocol. For me the problem was simply that the Windows' firewall on one computer was somehow turned ON. As soon as I turned the Windows firewall off, all problems went away. Since there already is a firewall in the router the there is no need to have any software firewall configured on the computers. (unless you wish to protect one computer from others on your network). Also do not mess with the port settings on your router unless you have a very good understanding of how the router and program handles them. Last if you are using Norton's firewall software - dump it and see what happens.
