[Dxbase] Feature request?

This is either a request for a feature or an inquiry as to whether it can be 
done now.  The ARRL bureau (and other bureaus) have a list of countries that 
they do not forward cards to.  Is there any way to incorporate a list like this 
(user editable) into DxBase?  In that way, if a country prefix is on this list, 
you can not select Bureau under QSL via?
